UNOFFICIALLY WINSLOW RECEIVED A LETTER

On May 18, 2011, I addressed the Winslow Board of Education in regards to a few items that came to my attention within the last week. Below is a copy of the public comments that I made.

The first item I would like to bring to your attention is the projected reduction in medical staff at the schools.

According to the 2011-2012 budget presentation the nursing staff/medical assistants are to be reduced by 4 individuals. I have been looking at the 2010-2011 School Nursing Services Plan and I noticed that there is one Nurse at schools 1-5 and the RDS, and two each at school 6, Middle School, and High School. I have a daughter at the High School, and in the event of a medical emergency involving one student, I am concerned that there will not be a medical professional to take care of her or any other student. I can (almost) see the need for only one medical professional at the lower elementary schools with enrollment under 400. I find it difficult to justify only one medical professional at schools with twice the enrollment… or in the case of the High School, more than 3 times the amount of students. I would like to recommend the reinstatement of all of the medical professionals as they were missed on last week’s “Appointment” list.

I would like to also address the issue of the privatization company of Aramark (privatization company) that was brought up last week and their contract. I don’t know if the solicitor was finally able to give the Board an answer to the question so I investigated it myself. I found on page 7 of the contract with Aramark the clause titled “Termination: Force Majeure.” It states the terms that the contract can be terminated and can be put into effect within 90 days from the initial written notice for termination.

I was also looking over the Bill Lists for Aramark for the months of January to April and it shows that there are many additional bills over and above the contracted amount which lowers the saving substantially from the $1.3 million that was shown during the Board’s presentation of the budget from having worker’s employed by the district. One of those bills includes mowing the repairs, asphalt, and mos lawns ($37,544.78) while another includes the cleaning of ducts, hoods, fans, and filters at various schools ($3,420.00). There are others in that four month period totaling over $90,000.

My final comment has to do with a recent listing the available position of Principal of the High School. I am sorry that Mr. Jackson will not be there next year as my daughter still will be there. He is a hard-working, respected and dedicated professional. I don’t think the changing of the Principal at the High School will change much in the demeanor in the High School unless you make additional changes as well. I would recommend bringing back a “Twelfth” grade Assistant Principal to alleviate some of the time constraints that are being put on the principal by doing both roles; Principal and Twelfth Grade Assistant Principal. Additionally, I recommend bringing back (4) Hall Monitors to assist in reducing the traffic in the corridors during classes and this will also reduce the amount of “incidents” and discipline referrals that are very time consuming for the Assistant Principals to handle.

While considering Hall Monitors, I would suggest including the Middle School in that recommendation. If the Middle School had hall monitors, it may even alleviate some difficulties later in the H.S.

I also hope that the new members look into Dr. Ann Garcia now owning two charter schools, one in Vineland and one in Millville. My question is, how can this BA of Winslow Schools have the best interest in mind for our school dist when she is running two of her own charter schools.

I also hope they look into the contract with Aramark and Mission One and bring quality people from the township back to work once more.

Thank you to Mrs. Yanez, Mrs. Tutt, and Mrs. Mitchell for the dedication to the children of the district and the education of our children. I hope to continue to see them at school functions.

One of the things that were accomplished during the tenure of these individuals was the putting the school policies on the Internet. I hope this continues as well as is updated to include the community policies which are not on the website yet.

Welcome and congratulations to the new board members; Ms Davis, Ms Dredden, Mrs. Masciocchi, and Mr. Gidwani.

I would like to make a recommendation on a change of policies.
1. Change Public Comments back to Public Participation. This would help in the communication with the Board of Education. Instead of waiting for a response after the Public speaking is over, an answer could be given. If there is an additional question that arises from the answer, the public would not have to await the next board meeting to ask it. Other changes to this policy would include the elimination of the five minute time limit and the elimination of the (newly implemented) elimination of the not allowing the “yielding time to another individual.” This would be more in line with “Robert’s Rules of Order” which is normal parliamentary procedures.

2. Change the policy on Addendums. I feel that there should not be any addendums. The use of addendums gives a hint of secrecy to the public and I have been informed several times by this administration that they are “transparent.” Examples of this hint of secrecy include last year’s (2010-2011) reorganization meeting. The addendum included extending the contracts to some one year employees (Dr. Carcamo and Dr. Garcia). These contract extensions had plenty of time to have been included in the regular board agenda and should have been there so that the public would have an idea and be able to share their input.

Another example of this was the March 2, 2011 Board of Education meeting where there was the (surprise) initial presentation of the budget (with yellow folders) and a vote on the addendum for the initial budget.

In the past, I was told addendums were a necessity for emergency items. Neither of these were emergency items that could not have been in the regular agenda and these are only two examples. There are many more that can be found in the addendums.

Previous to that, I was told that the addendums were because not all of the items were submitted in a timely fashion and rather than have them wait for the next meeting, they were included in an addendum and not the inability of the Board Secretary to get the work done in time. After the recent article (May 8, 2011 – Courier Post) reporting the fact that the Board Secretary had two other jobs, it helps me to understand why there may not have been enough time to complete the duties in our district.

In all cases, I was told that the Administration was transparent

Suggestions/recommendations for the new Board of Education
In 2006, I believe it was CAPA that recommended the elimination the Assistant Superintendent in our school district. This was done (when Dr. Swirsky was the previous Superintendent,), but later it was reestablished to include the duty of Curriculum Coordinator. (How many people are now responsible for curriculum coordinating in our district? – Language Arts, Mathematics, Special Education) I would like to recommend to either post for the position of Assistant Superintendent (or not have one!)

Although the Winslow Township School District may have the most intelligent and hard working Business Administrator/Board Secretary, I would like to recommend the posting for that position and interview additional candidates. Perhaps we could look for one who would be dedicated to our school district instead of spreading themselves too thin in other jobs.

I would like to recommend the posting for the position of Human Resource Director as our current director took on the position since retirement to help us out of our immediate needs. If she is still interested in the position and coming out of retirement, she can still express interest and apply for the position.

I would like to recommend the posting for the position of solicitor for the district. While Parker-McCay may be an excellent law firm, it was brought up at a board meeting (March 2, 2011) that the Winslow Township Board of Education was billed $200,000 for their services in 2010-2011 and this was “flat” from the previous year but the district was getting better advice than from the previous solicitor(s). The school year was not over yet and the billing was not yet complete. There are also many times that the solicitor will still be called upon due to litigation in arbitrations, negotiations, and other matters which had not yet come up. It seems to me that either the recommendations/advice of the current solicitor is either not as good as stated (or else there would not be so many litigations) or the good advice is not being followed by the school district’s administration and recommendation to the Board of Education.

I would like to find out whatever happened to the posting for a Grant Writer in this district? I recommended that to be done to save money two years ago (2009) and it was greeted as a good idea. I asked again two more times since then and both times I was told that it would be revisited but I have never seen the position posted. Is it still being considered?

I look forward to the new Board of Education addressing these issues and their wisdom in acting upon them.

I went to the board meeting on Sept. 1st and I just do not understand how the board members can sit up
there looking like idiots when parents get up and talk about their special needs children. They are very
very concerned about the safety of their children and very upset about the future education that the children

to cross Cedarbrook Rd. to get her bus. I understand that John Gaskill who is head of transportation is doing this. Does this man have any children? Would he allow his children to cross this road by themselves? Do any
of these people know or care how busy that road is? THESE ARE THE QUESTIONS THAT PARENTS SHOULD BE ASKING THE BOARD MEMBERS!!!!!! Who will be held responsible if one of these children
gets hit? I hope it will be head of transportation and all of the board. So, will Poteat and Garcia find it funny when a child gets hurt due to the stupidness? My heart goes out to our children who have to attend these schools. They have no future in our school system as long as Poteat and Garcia are involved. How sad it is
to see that they are getting away with it. They are money hungry and our stupid board members just allow
it to keep happening.The state needs to move faster to stop these two before more damage is done. So we
now have felons from Philly cleaning our schools (if that is what you call it) that our bus drivers are going
to Philly to pick them up and bring them here and then return them to Philly. Where is the money coming from as it seems to me it is a waste but the drivers are making out very well. If money is tight where are they coming up with this extra money to pay the 3 drivers? WE AS TAXPAYERS NEED TO STOP THIS!!!!!!!
Now I hear that aides are coming from out of the township. Poteat said he would get rid of all township workers and that is exactly what he did. Right now there is no light at the end of the tunnel for us but if we
pull together and fight these two we can restore the education we once had for our children. All tax payers
MUST attend the next board meeting and voice their opinion about what Poteat,Garcia, and the board members are doing to our children. We need to pull together now.

We also gave a copy to all the school board members. This week we received the answers not from the school board but from Dr. Poteat. (Superintendent of Schools) I have sent an attachment with the answers. Many of these questions pertain to policy matters that should really be addressed by the board in an open session but they were never answered that way. Somehow it appears that Dr. Poteat is making the policies, as these questions were never discussed in public forum by any of the board members. That being the case the board members are not taking their responsibilities seriously and they should all pack up and go home.

Here, I think what the people of Winslow Township fail to realize what should be painfully obvious. Dr.Poteat doesn't care what he does because he is trying to get fired, asked to resign, or leave his current position. He will either be bought out or fired. If he is fired he will sue for some kind of racial discrimination and get paid a hefty sum of money. He will then move on to some other endeavor and start his nonsense all over again. I see in today's 8/21/10 Courier Post that Mission One is still looking for replacements for the laid off classroom aides, school bus aides and before/after school counselors. There standards must be pretty lofty (at 10.00 per hour which is what the terminated workers were offered). I can remember from the Board meeting on 8/18 that one of the laid off workers spoke (with ten years experience) that she applied for one of these positions but was turned away saying she did not have enough experience. I wonder how many of the 95 positions that were let go have been filled. But we never were told how many of those positions were going to be filled in the first place.

It appears the Mayors enlightening dialogue last night ( i was in attendance) that mentioned her getting State Prosecutors to do a fact finding mission, has our Board scrambling to try and get their house in order.WAY TO GO SUE ANN!

I went to the last board meeting and was horrified the way the board acted when our Mayor was speaking... How rude and ignorant these people

We need more support from the tax payers to get these two people out now. As for the board members they are just a bunch of Poteat and Garcias puppets. They sit up there looking stupid while those fools tell one lie after another. If they had any common sense they would speak out as to what is going on. So we have 1 teacher(retired) 1 whose boyfriend is a crack head and the rest are just plain idiots sitting on our board. They all should be ashamed of themselves. These board meetings are like watching a cartoon show..One idiot after another making fools of themselves. And then they fire good workers who care about the children and bring in felons to work around our children.
They have lost their minds if they think that we will sit back and allow this to keep happening. My word to them is enjoy it while you two idiots can because surprise surprise it will come to an end sooner than the two of you think. So laugh now Garcia because we as a township will be getting the last laugh..............

Subject: Cats in Modular Building next to the Middle School

The children from the Regional Day SchoolI heard at the school board meeting last night that the RDS kids are not going to the trailers behind the High School they are now going to the modular building next to the Middle School. As I understand from past postings this is the same building that we tax payers were paying bus drivers and bus aides to clean out, I guess Aramark doesn't clean out they just clean. I don't know what they clean I walked down the hallways at the Middle School and it is filthy. Marks all over the walls that should have been painted over the summer, with only three weeks before school starts I don't think it will get done. I really don't think the children will be going into the modular building because cats have decided to live there. If you are a cat lover they put traps to catch the cats. I don't know what kind of traps but I think of traps that you catch raccoons with. I can't even imagine the smell in the building. As you know that smell will stay until the rugs are replaced.

Mission OneMission One the new company that is replacing our educational aides (ESA's) and teacher assistants (TA's) have turned down hiring many of fired employees saying they don't have enough experience, not qualified. The board is really giving it to them after 10 plus years of service and experience taking care of our township children, now they are saying they don't have enough experience. Yes this was their way of getting rid of the experienced aides. The BOE has the last say who Mission One hires to take care of your child. What experience will the strangers coming into our schools from Mission One have? Who is going to train Mission One since the employees with experience are no longer employed? The teachers will not have enough hours in a day to train them. None of these people have worked with special ed children because they were overheard saying during the summer school program that they didn't know the kids were so bad. Our special children are not bad. They are sweet loving children. Maybe they are being bad because they miss the Aides that they have come to love, these Mission One people are strangers, the kids don't know them. Be your child's voice at the school board meetings. Barons Soccer Field at the Winslow High SchoolThe Barons Soccer Club has been in Winslow Township for over 10 years. Many of our Winslow boys and girls have played on the soccer teams, including mine. They bring many tax dollars into the township. I am so appalled what Poteat and Garcia have done to this organization saying they have not paid for the renting of THEIR soccer field for 3 years when the Mayor Sue Ann Metzner have the canceled checks to prove they paid. Now our Barons had to go out of our Township for a soccer field. This is our soccer club and who are they to pull the plug on them. The lights that are at the HS soccer field the Baron's parents paid for, mostly Winslow parents. The Baron's also re-seeded the soccer field. So Barons if I were you I would pull the plug on those lights that you own and pull them right out of the ground.

Eye Contact Between Administrators BOE meeting last night 8/17/10. The Winslow township Mayor was talking at the meeting last night. She was talking about someone covering the cameras on the buses with tape and surgical masks so know one would be able to see the people coming from Philly who work for Aramark, our new cleaning people, who she said are FELONS, in our schools with our children and staff. John Gaskill, head of transportation in charge of the buses, looks up at Garcia, she smiles more of a laugh at John Gaskill. Then John Gaskill turns to Mike Schneck sitting next to him. John Gaskill puts up his hand like he is putting a surgical mask on his face and smiles at Mike Schneck. What is so funny, so many people in on this, I wonder how many. Why wasn't John Gaskill's assistant there at the meeting? Why did he bring his assistants assistant? Mike Schneck is John Gaskill's assistant assistant. See John Gaskill has an assistant, Sandy and Mike Schneck is Sandy's assistant. Mind Boggling this BOE everyone is an assistant. Very confusing! This BOE is ruining our schools and they will be stopped!!!

It has been a week since the August 4th school board meeting. I gave myself a week before writing. What an upsetting meeting AGAIN. Every school board meeting it's always the same with a different story. I wonder where McGinnis, Peterson, Benjamin and Garcia were because they were not at the meeting. So whatever the board had to vote on they were missing 3 board members votes. But it doesn't matter they vote yes for everything anyway. So who was Poteat trying to intimidate, the residents or board members with his speech. Hate to tell him the residents can't and will not be intimidated by this man. He doesn't understand we the public pay his salary, we are his boss. A woman from the NJ School Board Association talked for 1 1/2 hours to the school board for an ethics training. She was telling the board members their responsibilities to the schools and tax payers. She said it was their responsibility to try to get answers if a resident comes to them with a question or concern. Poteat was present during this training. When the training was over and the woman from the board association left Poteat said he wanted to clarify what the woman was talking about. He went on saying that if residents have concerns they are NOT to go to board members, they are to call him. That is not what the woman said. He said residents are NO longer to e-mail board members. Why did we elect these people and why do they have e-mails? What are they there for? Oh yes to cast their yes vote on important issues like laying off custodians, teacher assistants, educational aides, lunch aides, before and after school child care and breakfast aides. One hundred fifty employees last year and about 180 employees this year. Next year will be bus drivers and secretaries. The following year he wants to privatize teachers, yes his mission is to bust all unions. He also said he doesn't want the same people coming talking about the same thing they talked about at the last meeting. No one gets answers and why have a public meeting if you cant speak in public. The Special Service Director asked an Administrator if a certain child needs a one on one aide. This Administrator down right lied and said no. This child they were talking about does need an aide one on one. This child is a student at RDS. What is happening to our schools? What are they doing trying to save money when it will jeopardize the children? I have known this child for many years and he/she most definitely needs an aide all day long, in school and on the bus. All the administrators are not out for the good of the children. I can't figure out what they are out for. One of Poteat's past employment with another school district he was the Director of Special Services. Him of all people should know that you can't do what he is doing to our special sweet children in our township who didn't ask to be born not to be able to take care of themselves. Who need us aides to guide them and teach them.The bus drivers are still driving Aramark around to different schools through out the summer at $21.50 per hour plus paying Aramark. Where's the savings? I can't understand why they are taking them to the schools when the schools are so filthy that the Board of Health was called. I don't know what they are doing but I know for a fact they are not cleaning. Yes parents the Middle School where the day care and the before and after school program will be is running away with cock roaches and mold. Mold in the ceiling tiles, growing down the walls and in the floor tiles. I know my child will not go there. Bus drivers are also being paid this summer moving chairs and desks and whatever else needs to be moved at $21.50 per hour. Didn't the board vote to hire Aramark to do this? I can't even imagine what this is costing you and I. Before school was done in June bus drivers and bus aides were asked to empty the modular building next to the Middle School. Extra money for both drivers and aides. On the bids that went out for Mission One we the tax payers are paying for the bus aides to work 7 hours a day. When one of the aides went to Mission One for a job all of a sudden the hours were dropped to 4 hours per day. Would you work for $40.00 a day with no benefits, no sick days, no holidays and to top it off can't collect unemployment when the schools are closed, which is all summer, Christmas and Easter week. The wonderful school board, Garcia, stopped the unemployment. That comes to $7200.00 which will all go to pay property taxes. Who gets the 3 hours savings? Not our board but Mission One. Ask the school board what in the world they are doing. Poteat is doing the same to our school district that he did to Harrisburg, we have to stick together to stop Poteat and Garcia. Our property value on our homes are going down fast but our taxes are climbing. Remember we pay his salary. Make the board members accountable, they represent the tax payers. Patterson school district where he also made a mess is still to this day run by the state.
